RVSiteBuilder is a nice easy way to go. I use ANHosting for my blog but I'm building my non-profit site slowly, painfully learning the css as I go. It's rough...I need something more involved than RVSiteBuilder can offer, but if I just wanted a simple format I'd take the 10 minutes and go that way. AN is like $6 a month and RV is built in.

I have one on msn groups. It is free. I can have tons of pages. And as far as space you can pay for it or you can have a certain amount free by signing in with your hotmail which is also how you create it. And when I run out of space I have just made up new hotmails and then made that one a member and used the space. . Geocities also offers free ones with easy to use program to build it but IMO theirs kind of sucks. It goes down and says you exceded your bandwith too much.
I pay 5$ a month for my account at A Small Orange - Web Hosting, Software and more! and they have great features on these accounts. Plus you can put more than one domain/website on each account so you dont have to do multiple accounts.
