part of the issue is access, aid agencies have a very difficult time getting condoms to some locales. then there are the cultural issues relating to having children. for many people it's more acceptable to have a circumcision than to use condoms or abstain from sex.

I do NOT advocate this for children AT ALL ... I am an extremely rabid anti-circumcision activist (INTACTIVIST yo) however ~~ at least these ARE grown men. And if they refuse to use condoms then why not give them circumcision.
